    Navigating Flood-Related Legal Challenges: How Pro Bono Services Aid Disabled Adults

    Understanding Legal Services for Disabled Adults in Flood Situations

    Flood policies develop in the context of many issues, not the least of which is the availability of legal services for disabled adults. Disabled adults who have suffered loss in a flood likely face legal issues ranging from loss of income to loss of their residence. Alternatively, persons with disabilities may have suffered a flood related injury that suddenly places them in need of legal representation. Understanding the flood policies and procedures that relate to their specific situation can be a vital part of getting back on track following the disaster.

    The formation of the Federal Flood Commission is a good illustration of how general flood policy and procedures must adapt to legal issues affecting disabled persons. As the Federal Flood Commission explains: [its] goal is to improve the effectiveness of the Federal government’s implementation of floods management activities by providing oversight of the National Flood Insurance Program, assuring that flood forecasts and flood mapping are not only based on sound scientific and technical data but are implemented effectively, and facilitating an appropriate federal response to floods pursuant to authority granted by the National Flood Insurance Act, the Stafford Act and other federal statutes.

    Thus, the Federal Flood Commission deals extensively with issues relating to congressional policy, federal programs, insurance, and disaster relief. These issues are all connected to issues facing disabled adults who face flood related problems. The Federal Flood Commission plays a crucial role in creating flood policies that affect all members of society, including disabled adults.
